[DevUI DFM] resource_ids: Move 6 existing GRD items to chrome/ WebUI section.

Now that GRIT update_resource_ids is available, we can easily shuffle
resource_ids GRD items. This CL moves 6 existing items to the /chrome
WebUI section. Also update comments related to sections.
