Move chrome://usb-internals WebUI tests to their own Mocha JS file.

This is in preparation of migrating chrome://usb-internals to use JS
modules.

Moving the tests to their own file is necessary to allow the test file
itself to become a JS module, so that it can be loaded with

chrome://usb-internals/test_loader.html?module=usb_inernals_test.js
in a follow up CL.
