Stop running several tests on linux-win_cross-rel.

V8 context creation doesn't yet work in cross builds (https://crbug.com/803591),
so disable all the tests that need V8 contexts.

Crashpad's handler doesn't work yet (https://crbug.com/762167), so disable the
crashpad tests.
