Make rhalavati@ owner of the incognito whitelist.

rhalavati@ is the right owner (from privacy) for this and prefs/OWNERS
don't need to involved in its cleanup nor related tweaks
(e.g. https://chromium-review.googlesource.com/c/chromium/src/+/1129385)
