[GCM] Wiring heartbeat interval calls to GCMDriver

Wires the call to Add/RemoveHeartbeatInterval through:
* GCMDriver/Desktop/Android/Fake
* GCMDriverDesktop::IOWorker
* GCMClient/Impl to MCSClient
* Adding loading of persisted interval in MCSClient
