[iOS] Use EmbeddedTestServer in JS dialog EGTests

This CL updates JavaScriptDialogTestCase to use embedded test servers
rather than the deprecated HttpServer.

The flake in the referenced bugs are not reproducible locally; this
CL is a speculative fix that is meant to reduce flake by using non-
deprecated testing fixtures.
