[CrOS settings] Move Sync/People page strings from settings_strings.grdp

This CL moves chromeOS strings for apps section page  from
settings_strings.grdp to chromeos_strings.grdp and
os_settings_strings.grdp. It continues the process of moving all
chromeOS specific strings.
