Implement WebSocketSpdyStreamAdapter.

WebSocketSpdyStreamAdapter wraps a SpdyStream so that it can be used by
the future WebSocketHttp2HandshakeStream class to do the  WebSocket
handshake, then handed off to WebSocketBasicStream.
