Postpone ioanap@ becoming an OWNER of password manager component

As discussed in person, vabr@ accidentally failed to consult
other owners when adding ioanap@ in password manager OWNERS, and
introduced an inconsistency compared to how other team members are
being added.

This CL therefore removes ioanap@ from that OWNERS file for the
time being.
