Enable the SocketPerformanceWatcher for SOCKS proxies.
It's already enabled for HTTP proxies, and for most consumers of the NQE output, there's not really much difference between the two, though SOCKS proxies are lower overhead, particularly since they can't sit on top of HTTPS or H2.
