Update SkiaRenderer Test FlagExpectations

Some tests were recently re-enabled in the default configuration. But they
failed under SkiaRenderer and were marked for triage.

These tests are showing small variance when ran with
--enable-gpu-rasterization, software SkiaRenderer is fine. So I've updated
the FlagExpectations for them. I've also marked associated to the bug
tracking the need for flag specific baseline variations.
