Run the gpu process in an alternate desktop when under winlogon
When starting Chrome under the Winlogon desktop, run the gpu process in an alternate desktop instead of the winlogon desktop since the low integrity gpu process does not have access to the winlogon desktop. This fix allows the GCPW to run chrome on the Windows logon screen.
