Remove invalidation::prefs::kInvalidationServiceUseGCMChannel

It's always true in practice.
Unfortunately, the pre-GCM code is still not quite dead: The
ChromeOS-only TiclDeviceSettingsProvider still says to *not* use the
GCM channel by default.
