Revert "Update V8 to version 8.2.269."

This reverts commit be99e7f1.

Reason for revert: compile failure due to v8 in https://ci.chromium.org/p/chromium/builders/ci/mac-archive-rel/10540, root cause probably https://chromium-review.googlesource.com/c/v8/v8/+/2087452.
