Suppress WebGL 2 tests with incorrect texture sizes

These tests began failing on GPU Windows 10 NVIDIA Quadro P400 bots.
Originally this was seen just for no-use-gl, but the d3d11 angle
versions are also failing. Extending the suppressions.
