desktop-pwas: ShelfWebAppBrowserTest no longer relies on extensions

The tests in ShelfWebAppBrowserTest use no extensions APIs to create
web apps.

Note that a number of these tests do not yet pass when the flag
DesktopPWAsWithoutExtensions is enabled.

TabbedHostedAndBookmarkApps and WindowedHostedAndBookmarkApps
have not yet been ported.
