[breadcrumb] Add correct closing </cr-action-menu> tag

Testing noted the bug was already fixed.  Changed tack here therefore,
to use the correct closing </cr-action-menu> tag.  No need for a role=
menu on this <cr-action-menu> element: WAI in M88 testing.
