Adding ActiveTab tests to the CORB-and-CORS test suite for extensions.

The tests just document the current behavior:

1. When ActiveTab permission is granted, then CORS is relaxed for
   fetches from the extension background page in regular profile.

2. There are some minor issues with how incognito profile is handled.
