Updated the upper bound of rep perf tests for mac bots

As a result of increasing thread priority of gpu process for performance tests on mac
(https://chromium-review.googlesource.com/c/chromium/src/+/1637522), the upper values need to be updated, to match the new values.

Values used in this patch are the 99 percentile of the last 200 perf results of runs of GPU fyi bots.
