Add and organize autofill tests

Verified different states of tests from top 275 autofill list.
This meant adding a 25 that had been failing previously and doing
an audit of failure reasons.

Also, sorted them in the json file as the states should be steady now.

Includes update to cipd version for autofill wpr/test files.
