Remove deprecated extension notifications and

Use ExtensionRegistry instead from file_system, location, management apis.
and Use content:BrowserContext instead of Profile.
and Remove unwanted extensions:: namespace prefix from management api.

TEST=browser_tests --gtest_filter=FileSystemApiTest.*
