Update licenses.py for WebKit and Blink.

third_party/blink was forked from WebKit, so we should credit for WebKit.
Move third_party/WebKit/LICENSE_FOR_ABOUT_CREDITS to third_party/blink.

Remove third_party/WebKit/OWNERS because third_party/WebKit doesn't have
files any longer.
