Fix comments in People Page and syntax in OS Icons

Fix comments in OS People Page, to avoid confusions about our Kerberos
feature on ChromeOS, which only uses Kerberos tickets inside user
sessions (logged on using GAIA accounts).

Also, fixes HTML syntax on OS Icons file.

These changes were made in preparation for upcoming changes to support
Kerberos on MGS (see corresponding bug below).
