Disable failing perf tests using youtube_2018

Disabling four perf tests that are failing on all desktop platforms:
* rendering.desktop/youtube_2018
* rendering.desktop/youtube_pinch_2018
* system_health.common_desktop/browse_accessibility:media:youtube
* system_health.memory_desktop/browse_accessibility:media:youtube
