media/gpu/vdatest: manage zero-fps case in RenderingHelper
Make RenderingHelper::QueueVideoFrame() behave properly in the case that the requested fps is 0. This allows us to drop a GLRenderingVDAClient parameter and simplify the logic of the vdatest a bit.
