2020-09-25 michael.liao@microsoft.com [Accessibility]: Adding alert message to Application Cookies table to read how many cookies are shown after modifying the entries through filters/clear/etc.

If this roll has caused a breakage, revert this CL and stop the roller
using the controls here:
