Clean up includes in platform_sensor_provider_chromeos.cc

Remove some includes that were moved in r821296 ("generic_sensor:
Extract Functions into PlatformSensorProviderLinuxBase") and drop a
few unused ones.

While here, explicitly include base/time/time.h for base::TimeDelta.
