Consolidate multiple VTVDA VTDecompressionSessionCreate() paths.

In preparation for VP9 support, consolidate the multiple paths for
creating VTDecompressionSessions. We had one that was exclusively
for sandbox startup and one for normal decoding. These can be the
same thing, with an admittedly large number of parameters.
