Disable NoBackgroundTasksTest.FirstNonEmptyPaintWithoutBackgroundTasks for win-asan

This patch disables NoBackgroundTasksTest.FirstNonEmptyPaintWithoutBackgroundTasks
since this test attempt to create process with too long command line.
