[Benchmarking] Update tools/perf/OWNERS.

Wenbin is a committer, so make him an overall OWNER.
Wenbin please note that you can always pass a review
to someone else if you don't have the context to handle
it.

Increase the scope described in Brian's ownership
and move him up in the file.

Remove an team member who has moved on.

Uncomment hypan@ who is also a committer now.
