Reduce usage of NotificationService in BrowserStateMonitor

Remove NOTIFICATION_LOGIN_USER_CHANGED, NOTIFICATION_SESSION_STARTED,
NOTIFICATION_SCREEN_LOCK_STATE_CHANGED. Instead, observe SessionManager.
