Move printing/fixed-positioned-headers-and-footers-clipped.html Windows PNG expectation.

Moved it from platform/win7/ to platform/win/. This doesn't seem to
affect any of the Windows bots when running the tests as normally, but
if the test is part of a virtual test suite, it otherwise fails to find
the PNG in some cases (it happened on win10_blink_rel).

This blocks CL:981138
