Revert "Update V8 to version 8.2.266."

This reverts commit 3e1332b1.

Reason for revert: 8.2.264 introduced target with missing build dep that leads to flaky compile failures, e.g.: https://ci.chromium.org/p/chromium/builders/ci/Android%20Release%20%28Nexus%205X%29/29415
