Revert "Roll Fuchsia SDK from 0.20200527.2.1 to 0.20200528.0.1"

This reverts commit ffa84d15.

Reason for revert: SDK roll appears to remove the "archive_manifest" output files, on which Chromium's runner scripts depend.  See https://crbug.com/1087301
