Disable FolderShortcuts/FileManagerBrowserTest.Test DEBUG ASAN

After crrev.com/553147 FolderShortcuts/FileManagerBrowserTest.Test/1
is a persistent TIMEOUT on the DEBUG and ASAN bots, also Test/0 is a
flaky TIMEOUT on DEBUG and ASAN. Disable them on DEBUG and ASAN.

Seems the expandTreeItem querySelector() is the problem: the element
the test expects should appear, never does => TIMEOUT.
