gpu: Allow RasterCommandBufferStub to initialize on Fuchsia

This removes a NOTIMPLEMENTED() in RasterCommandBufferStub::Initialize()
so that we can use that code on Fuchsia.

Test: run_content_shell --ozone-platform=scenic --disable-gpu --enable-vulkan
