variations: add weblayer to testing variations (2)

This adds 'android_weblayer' to nearly all places that have 'android'. The
only places I did not add weblayer are ones that are defined in chrome. I
did not check every feature, so that it's entirely likely some of these
features aren't triggered at all in weblayer.
