Specify lower limits on Fuchsia for load tests on DiskCacheBackendTest.

Fuchsia tests run under two layers of virtualization which carries
a significant performance penalty. The DiskCacheBackendTest load tests
specified values which were too computationally intensive, causing the
tests to time out.
