Move chrome/browser/user_education OWNERS to handle DEPS requests.

Previous OWNERS file was not located in the top level folder for the
given feature. This causes the ownership checks for DEPS rule changes to
fall back to the parent folder, and in this case, to //chrome/, which is
probably not what was intended.
