Convert editing/selection/thai-word-at-document-end.html to UTF-8 

This patch changes file encoding of "thai-word-at-document-end.html" to UTF-8
from UTF16-LE to make git and tools to recognize it as text file instead of
binary for ease of maintenance.

There is another instance in WebKit:
https://trac.webkit.org/browser/webkit/trunk/LayoutTests/editing/selection/thai-word-at-document-end.html
