Moving OpenPopup-based tests into interactive_ui_tests.

As explained in https://crbug.com/1021172#c5 and #c6, tests working with
extension popups are sensitive to focus/activation changes.  This can
manifest as flaky test failures if such tests execute in browser_tests
test suite.  To avoid this, this CL moves the affected tests to the
interactive_ui_tests.
