Disabling http/tests/devtools/modules-load-initial.js

This change will introduce a new initial module (i18n):
https://chromium-review.googlesource.com/c/devtools/devtools-frontend/+/2309709

We need to disable this test to land the mentioned change and then
reenable the test.
