Disable Gpu Raster only on VideoCore V GPUs.

Using a regex "V.*" to disable gpu raster on VideoCore V gpus was also
causing it to be disable for VideoCore VI+. Hence update the regex to
limit it only to VideoCore V.
Also update it to disable gpu raster only on android version <=M.
