Deleting ios13-beta-simulator from ios/chromium.fyi

With ios13-beta-sim running Chromium, this file is no longer needed.
MB in its current state will check this file for the GN args, which
is undesired. We want it to grab the arguments from the already
migrated mb_config.pyl.

Downstream has its own definitions for ios13-beta-sim under the
internal master groups and are unaffected.
