Add a FlagExpectations for the force-renderer-accessibility trybot

Starting with the crashers, which are more straightforward as obvious
defects. I haven't had a chance to look at all of these yet, but there
are a few different bugs causing issues.

This is the first in a series of CLs to get the bot green, at which
point we'll start whittling away at the failures.
