Add kinuko@ as a (code-level) owner of blink

I think I have enough context here, and can delegate to others
whenever appropriate (and in most cases I'd do so too).

(I have ownership in core, modules, platform, common, and public,
but in some cases it could help reviewing bigger CLs when they have
minor changes in other directories)
