Use OTS_TAG in BlinkOTSContext::GetTableAction.

BlinkOTSContext::GetTableAction currently uses a custom TABLE_TAG
macro which is almost exactly the same as OTS_TAG, but OTS_TAG is
the blessed way to create tags for use with OTS.
