Enable valid tests and remove unavailable tests

  - RenderFrameHostManagerTest.ProcessExitWithSwappedOutViews
  - ScreenOrientationBrowserTest
  - RenderViewHostTest.BaseURLParam
  - FileSystemBrowserTestWithLowQuota.QuotaTest
  - ChildProcessSecurityPolicyInProcessBrowserTest.NoLeak
  - DomSerializerTests
  - BookmarkletTest.NonEmptyResult
  - SignalTest
