We've disallowed creating a request with a non-empty RequestInit from a navigation request, but the spec changed some time ago([1]). This CL does two things: 1. It moves ParentLocalSurfaceIdAllocator from DelegatedFrameHostAndroid to RenderWidgetHostViewAndroid. 2. It makes DelegatedFrameHostAndroid::SynchronizeVisualProperties and DelegatedFrameHostAndroid::OnFirstSurfaceActivation better match their DelegatedFrameHost counterparts. 3. Creating and destroying SurfaceLayers is a relatively heavyweight operation. This CL avoids this when surface sync is on. Use an enum so we can compare the relative frequency of individual UI feature service launches to the overall out-of-process-ash service launch. When KeyboardController is told to show the keyboard, it first has to wait for the keyboard contents to load. When contents load, it resizes itself, so KeyboardController just listens to changes in content size. If the size changed from 0 to some nonzero value, it means the contents must've loaded. However, this is indirect and not very intuitive. The more direct way is for KeyboardUI to listen for when the contents load and to tell KeyboardController. This is in preparation for dropping version b0 support. This converts existing signed-exchange tests that uses the b0 cert-chain format to b1 (cbor cert chain format). The .htxg files for layout tests are renamed to .sxg, so that they will be served with application/signed-exchange;v=b1 content type. Note that .sxg files are still created with forked gen-signedexchange tool, as b0->b1 changes for .sxg files are not yet implemented in Chromium.
