GetWebViewsInfo returns a Status so its value should be checked during
WaitForDevToolsAndCheckVersion and propagated to the client in case of
failure.

Also attempting to improve reliability by always trying GetWebViewsInfo
at least once, even if the deadline is reached. It is possible for the
call to DevToolsHttpClient::Init to exceed the deadline but return an
OK status. If this happens, we currently return an error even though
GetWebViewsInfo would likely succeed as well.

This patch fixes a bug where setting a range input element's default
value with setAttribute('value', defaultValue) does not update the UI of
the range input to show the new default value.
The bug is present in WebKit, but not present in Firefox.

All two callers also want to revert the popup, so this cleanup CL just
makes it a no-argument method renamed to RevertTemporaryTextAndPopup.

This CL paves the way for a fix to the Esc. key behavior for
ZeroSuggest. (It's not working right now.)

The PlatformFontWin is not able to represent a specific typeface.
A recent bug (http://crbug.com/1003829) shows that fallback fonts
should be kept as a typeface to avoid losing information and doing
wrong rematch.

This CL is a continuation of.

The above CL is fixing the problem but rely on the migration of
PlatformFontSkiaOnWindows to be completed. The current CL proposed
to keep a path working either way. This way the shipping of
PlatformFontSkiaOnWindows is independent of the fallback font fix
and the Georgian fonts should work fine in both PlatformFont.

There's an issue with how SharedWorkerWatcher handles shared workers
